An act establishing positions and responsibilities of the ASEWU Representatives.
Be it enacted by the ASEWU Council that:

SECTION 1: Meeting Attendance

ASEWU Council members shall attend all regularly scheduled meetings of the ASEWU Council and all meetings outlined in their duties. Scheduled meetings of the ASEWU Council shall include Council and work session. ASEWU Council members shall attend all regularly scheduled meetings of his/her assigned standing committee as per ASEWU Bylaw 108. Exceptions shall be permitted as per Section 19 of this act.

SECTION 2: Purpose

In order to be a well-defined representative body, the ASEWU Representatives shall be made up of nine (9) positions.

  1. Academic Affairs Representative, Position #1.
  2. Athletic Affairs and University Advancement Representative, Position #2.
  3. Diversity Outreach Representative, Position #3.
  4. Graduate Affairs Representative, Position #4.
  5. Legislative Affairs Representative, Position #5.
  6. Student Activities Representative, Position #6.
  7. Student Health and Safety Services Representative, Position #7.
  8. Student Services Representative, Position #8.
  9. Technology Advancement Representative, Position #9.
SECTION 3: Responsibilities

Each ASEWU Representative shall, but is not limited to:

  1. Research problems and/or concerns pertinent to his/her department and of concern to the ASEWU Council.
  2. Keep a written record of all resources and activities pertinent to his/her respective position.
  3. Provide ASEWU Council input to all related councils, committees, etc. pertinent to the respective position.
  4. Meet with their respective administrative and/or faculty mentor as specified in the following sections.
  5. Coordinate at least three (3) transitional meetings with their respective incoming representative-elect in order to acclimate the newly elected officer with the responsibilities and benefits of their position.
  6. Establish, maintain, and document a minimum of ten (10) office hours per week (excluding finals week) of the academic quarter.
  7. Present a monthly written report to the ASEWU Council as per section four (4) of this act.
  8. Schedule and report to the ASEWU Executive Vice President in the form of quarterly departmental evaluations.
SECTION 4: Office Hours

ASEWU Council members shall establish and maintain a minimum of ten (10) office hours per week (excluding finals week) of the current academic quarter. The office hours shall:

  1. Be approved by the ASEWU Council by the second meeting of the quarter; and
  2. Be established and posted in the ASEWU offices by the end of the second week of the current academic quarter;
  3. All changes shall be approved by the ASEWU Executive Vice President.

Said office hours may be scheduled during weekly ASEWU Council meetings. At least four (4) of the ten (10) said office hours shall be spent in the ASEWU offices between the hours of 8:00 a.m. and 5:00 p.m. of any regular university day. All out of office hours must be documented.

SECTION 5: Reports

A monthly written report shall be submitted by each ASEWU Council member and presented at the meeting specified by the Executive Vice President. Reports shall be submitted to all ASEWU Council members, and the ASEWU Superior Court Chief Justice twenty-four (24) hours prior to ASEWU Council meeting, not including weekends or holidays, and shall include:

  1. Meetings attended.
  2. Communications with individuals pertinent to departmental area.
  3. Issues of concern to the ASEWU Council and any recommendations, if any.
  4. Future business and meetings.
  5. Other information, comments, etc. pertinent to ASEWU Council and/or department.
SECTION 6: Academic Affairs Representative, Position # 1

The ASEWU Representative shall:

  1. Communicate at least three (3) times per quarter one-on-one with the Academic Senate Chair, as well as, the Provost and Vice President for Academic Affairs, and/or any other official, individual, etc. as necessary to obtain information of ASEWU Council interest and pertinent to said department and the responsibilities thereof.
  2. Attend or send a designee to Academic Senate, Undergraduate Affairs Council (UAC), Rules Committee, and Course and Program Approval Committee (CPAC).
  3. Attend or obtain the minutes of committee meetings as assigned by the ASEWU Executives.
SECTION 7: Athletic Affairs and University Advancement Representative, Position #2

The ASEWU Representative shall:

  1. Communicate at least three (3) times per quarter one-on-one with the EWU Director of Athletics, the Vice President of University Advancement, the Director of Campus Recreation and/or any other official, individual, etc., to obtain information of ASEWU Council interest and pertinent to said position and the responsibilities thereof.
  2. Attend the meetings of the University Intercollegiate Athletic Policy Board, Eagle Athletic Association, University Recreation Center Governance Board and the ASEWU Diversity Committee.
  3. On a weekly basis, or as necessary, communicate and maintain an awareness of issues and projects relating to the Alumni Association, the EWU Foundation, and the ASEWU Endowment Scholarship.
  4. Attend meetings of the University Relations Branding Team and report to Council.
  5. Chair the University Recreation Center Advisory Committee
  6. Attend or obtain the minutes of committee meetings as assigned by the ASEWU Executives.
SECTION 8: Diversity Outreach Representative, Position #3

The ASEWU Representative shall:

  1. Communicate at least three (3) times per quarter one-on-one with the Faculty Fellow for Diversity, Director of Women and Gender Studies, Director of the Africana Education Program, Director of the American Indian Studies Program, Director of Disability Support Services, Director of the Chicano Education Program, and/or any other official, individual, etc. as necessary to obtain information of ASEWU Council interest and pertinent to said department and the responsibilities thereof.
  2. Serve as an ex-officio member on the EWU President’s Advisory Committee on Diversity (PACD).
  3. Chair the ASEWU Diversity Committee.
  4. Assist in the BOT Diversity grant process.
  5. Attend at least one (1) meeting of at least two (2) diversity focused student clubs or organizations per quarter.
  6. Attend or obtain the minutes of committee meetings as assigned by the ASEWU Executives.
SECTION 9: Graduate Affairs Representative, Position #4

The ASEWU Representative shall:

  1. Be enrolled and accepted in a graduate program at EWU during the time which they hold office.
  2. Communicate at least three (3) times per quarter one-on-one with the following individuals and/or organizations.
    1. Vice Provost and Dean for Graduate Studies.
    2. Associate Dean for Graduate Studies.
    3. Graduate Student Association (GSA).
  3. Attend or send a designee to the Graduate Affairs Council (GAC).
  4. Hold quarterly forums open to graduate students, at least one (1) forum per academic year must be held at the Riverpoint Higher Education Park.
  5. Hold at least six (6) hours of the quarterly office hours at the Riverpoint Higher Education Park.
  6. Attend or obtain the minutes of committee meetings as assigned by the ASEWU Executives.
SECTION 10: Legislative Affairs Representative, Position #5

The ASEWU Representative shall:

  1. Communicate at least three (3) times per quarter one-on-one with the ASEWU Legislative Liaison, the EWU Director of Governmental Relations, Cheney City Council Chair, and/or any other necessary individual to obtain information of ASEWU Council interest and pertinent to said position and the responsibilities thereof.
  2. Communicate on a quarterly basis with the Office of Financial Aid regarding all state and federal financial aid services.
  3. Attend Washington Student Lobby (WSL) General Assembly meetings.
  4. Coordinate with the ASEWU Legislative Liaison Eastern’s Higher Education Day in Olympia or any related WSL initiatives.
  5. Assist in researching and obtaining information needed by the ASEWU Legislative Liaison when the liaison is on campus and while lobbying in Olympia.
  6. Attend and provide monthly reports to the Cheney City Council to develop ex-officio membership.
  7. Attend meetings of the Cheney Pathways to Progress Association.
  8. Attend the West Plains Chamber of Commerce meetings.
  9. Attend or obtain the minutes of committee meetings as assigned by the ASEWU Executives.
  10. Attend regularly scheduled Government Affairs Coordinating Council meetings.
SECTION 11: Student Activities Representative, Position #6

The ASEWU Representative shall:

  1. At least three (3) times per quarter, meet one-on-one with the Director of Student Activities, the Assistant Director of Student Activities, and/or any other university official, individual, etc., to obtain information of ASEWU Council interest and pertinent to said department area and the responsibilities thereof.
  2. Obtain active membership on the Eagle Entertainment Board, the Eastern Dialogues Committee and the Concert Committee.
  3. Maintain an awareness of issues relating to student activities.
  4. Maintain quarterly contact with all ASEWU registered clubs and organizations.
  5. Chair a minimum of six (6) ASEWU club and organization forums throughout the academic year and maintain an accurate record of attendance at these forums.
  6. Attend or send a designee monthly, or as necessary, to any student theatre and fine art committees and Residence Hall Association meetings and report back to the ASEWU Council.
  7. Maintain membership on the ASEWU Finance Committee. This membership will fulfill the standing committee requirement for this position.
  8. Maintain communication with EPIC (Experiential Programs Inspiring Confidence).
  9. Attend or obtain the minutes of committee meetings as assigned by the ASEWU Executives.
SECTION 12: Student Health and Safety Services Representative, Position #7

The ASEWU Representative shall:

  1. Communicate at least three (3) times per quarter one-on-one with the Director of Health, Wellness and Prevention Services, the Coordinator of Substance Abuse, and/or other official, individual, etc., to obtain information of ASEWU Council interest and pertinent to said departmental area and the responsibilities thereof.
  2. Communicate frequently with BMOC (Big Men on Campus) and CARE (Creating A Rape-Free Environment) and report their progress and activities to the ASEWU Council.
  3. Obtain and maintain active chair of Student Health Advisory Committee (SHAC).
  4. Maintain an awareness of issues relating to the Disability Support Services (DSS), Health, Wellness and Prevention Services, Counseling and Psychological Services (CAPS), Office of Student Rights and Responsibilities (OSRR) Violence Prevention, and campus safety.
  5. Attend or obtain the minutes of committee meetings as assigned by the ASEWU Executives.
SECTION 13: Student Services Representative, Position #8

The ASEWU Representative shall:

  1. Communicate at least three (3) times per quarter one-on-one with the Vice President for Student Affairs.
  2. Weekly, or as necessary, attend or send a designee to the Parking Appeals Board meetings and provide monthly reports to the ASEWU Council as to the status of this board to ensure students’ interests and concerns are satisfactorily being met.
  3. Communicate weekly or as necessary with the Director of Dining Services, Director of Auxiliary Services, Director of the EWU Children’s Center and/or any other official, individual, etc., to obtain information of ASEWU Council interest and pertinent to said department and the responsibilities thereof.
  4. Attend the University Commencement Committee meetings.
  5. Chair the Food Service Committee meetings.
  6. Chair the Student Transportation Fee Committee (STrFC) meetings.
  7. Chair the Childcare Advisory Board to the Vice President of Student Affairs meetings.
  8. Research any student issues and/or concerns regarding financial aid, housing, residential life, dining services, environmental concerns/issues, childcare, and parking.
  9. Attend or obtain the minutes of committee meetings as assigned by the ASEWU Executives.
SECTION 14: Technology Advancement Representative, Position #9

The ASEWU Representative shall:

  1. Communicate at least one (1) time per quarter one-on-one with the University Webmaster and the MARS Lab and PUB Lab Supervisors.
  2. Communicate at least three (3) times per quarter one-on-one with the Student Technology Fee Consultants and the Chief Information Officer.
  3. Chair the Student Technology Fee Committee (STFC).
  4. Attend or send a designee to the Academic Computing Council (ACC).
  5. Attend or send a designee to the Classroom Enhancement Committee (CEC).
  6. Attend or obtain the minutes of committee meetings as assigned by the ASEWU Executives.
SECTION 15: ASEWU Speaker Pro Tem

The ASEWU Speaker Pro Tem shall be elected from among the nine (9) ASEWU Representatives. Candidates will be nominated and then voted upon by the voting membership of the ASEWU Council. This representative shall have served on Council for at least one (1) quarter. In the case that the senior representative electing not to serve as Speaker Pro Tem, or in the case of a complete turnover in Council, this position is open to any of the nine (9) ASEWU Representatives. This representative may be elected for no more than one (1) quarter in an academic year.

The ASEWU Speaker Pro Tem shall:

  1. Act as liaison between the legislative, executive and judicial branches of the ASEWU Council whenever necessary.
  2. Serve as chair of the Review and Proposal Committee.
  3. Update the official copies of ASEWU bylaws.
  4. Provide a monthly written disposition of all legislation reviewed by the Review and Proposal Committee.
  5. Make the required changes to the master computer files of the ASEWU bylaws and provide updated files to the ASEWU program support supervisor as a backup record.
  6. Assist the ASEWU Executive Vice President in the familiarization/orientation process of all new ASEWU Representatives.

The ASEWU Speaker Pro Tem shall be responsible for duty performance as per the ASEWU Constitution and this bylaw. Any discrepancies shall be handled as per Section 17 of this bylaw.

SECTION 16: Vacancy

In the event of a vacancy of an ASEWU Representative position, the representative’s responsibilities shall be transferred to the Executive Vice President.

In case of a vacancy of an ASEWU Representative position, the ASEWU President must conduct interviews for the position in accordance with bylaw 123 and shall recommend an applicant for appointment to the ASEWU Council to fill the vacant position with a three-fourths (¾) vote approval by the ASEWU Council as stated under Article II, section IX, "Vacancies" in the constitution. This nomination must meet all the necessary requirements of an ASEWU Representative (refer to Article V, Section II.

SECTION 17: Duty Performance

All ASEWU Representatives shall be responsible for duty performance as per the ASEWU Constitution and this bylaw. Any and all noted discrepancies shall be submitted to the ASEWU Executive Vice President and the involved ASEWU Representative in written form and submitted by any representative twenty-four (24) hours in advance to the ASEWU Executive Vice President and the accused ASEWU Representative for discussion at the next regularly scheduled meeting of the ASEWU Council, or at a special session called to discuss the discrepancies. These discrepancies shall be discussed under executive session. Anonymous accusations shall not be accepted for consideration by the ASEWU Council. This process applies to voting Council Representatives.

Performance evaluations shall be conducted twice annually by the ASEWU Superior Court as outlined in ASEWU Bylaw 707.

SECTION 18: Leave of Absence

A leave of absence may be granted to an ASEWU Representative with a two-thirds (2/3) approval vote of the ASEWU Council. A leave of absence may be granted for a specified maximum period of time after which the absent ASEWU Representative shall return to full duty. The remaining ASEWU Representatives shall determine which ASEWU Representative shall assume the responsibilities of the absent ASEWU Representative. If the member chooses to return early, then said representative must provide written notification of intent to return to full ASEWU Council responsibilities. The absent ASEWU Representative must maintain eligibility requirements as stated in Article V, section II [A] and [B]) of the ASEWU Constitution. While on leave of absence, ASEWU Representatives shall not receive financial compensation.

SECTION 19: Exceptions

Exceptions to the performance of duties by an ASEWU Representative shall be permitted for one of the following reasons.

  1. Illness of said representative.
  2. Family emergency.
  3. Any other reason deemed excusable by consensus of the ASEWU Council.

If any of the above reasons interfere with an ASEWU Representative’s performance of duties, he/she shall notify, directly or indirectly the ASEWU Executive Vice President of the situation as soon as possible.

SECTION 20: Incurred Debts

In no way shall any ASEWU representative incur debts in his/her departmental area without approval and expressed written authorization from the ASEWU Council.

COMMITTEE REFERRAL:Review and Proposal
