An act establishing the requirements for incoming ASEWU Council members.
Be it enacted by the ASEWU Council that:

SECTION 1: Purpose

A member of the ASEWU Council shall enroll or participate in and successfully complete “The ASEWU Leadership Course” developed for the purposes of orientating and training related to the duties and responsibilities associated with an elected ASEWU Council office.

SECTION 2: Definition of the ASEWU Council

A member of the ASEWU Council shall be defined as the ASEWU President, the ASEWU Executive Vice President, the ASEWU Finance Vice President, and the nine (9) ASEWU Representatives.

SECTION 3: Course Intent

The intent of the leadership course is to:

  1. Familiarize the student entering office with the inner workings of the university and responsibilities associated with an elected position;
  2. Provide the necessary tools, skills, and etiquette when needed dealing with the students, the university committee, and the public;
  3. Train the student in basic parliamentary procedure and Robert’s Rules of Order Newly Revised;
  4. Develop communication, teamwork and interpersonal relationship skills necessary for an elected position; and
  5. Familiarize the student with the ASEWU Constitution, the bylaws, and the ASEWU budgeting process

 

SECTION 4: Requirement of the Leadership Course

All elected students regardless, of whether being re-elected or not, will take the said course. Exceptions may be permitted according to Section 6 of this bylaw.

Persons appointed to fill a vacancy will be required to complete the course content through an independent study with the ASEWU Executive Vice President and the Dean of Students and/or his/her designee for no credit.

SECTION 5: Class Structure

The course may be taken as a two (2) credit class or non-credit class taken on pass/fail basis, but enrollment in the course is not a requirement. Instruction of the course will be done by the incoming ASEWU Executive Vice President and the Dean of Students and/or his/her designee.

  1. The course will be conducted during summer break each academic year.
  2. Each student shall be notified in writing of the exact dates and approximate times of the said course thirty (30) days in advance
  3. Each student will be required to attend all course sessions.
  4. Non-compliance with this bylaw will be considered non-performance of duties as outlined in the ASEWU constitution.

 

SECTION 6: Exceptions

Elected ASEWU Council members may be granted an exception for the following reasons:

  1. Illness of the said member;
  2. Family emergency; or
  3. Any other reason deemed excusable by the majority of the ASEWU Council at the first regularly schedule ASEWU Council meeting.

In the event that any of the above reasons interfere with any ASEWU Council member's attendance to the said course, he/she shall notify the ASEWU Executive Vice President elect in writing of the situation at least one (1) week prior to the said course when circumstances allow.

Any ASEWU Council member who cannot complete the leadership course during summer break or was appointed after the leadership course will be required to complete the course through an independent study with the Executive Vice President and the Dean of Students or his/her designee. The said member shall be inactive without pay until the leadership course has been made up. The Executive Vice President will determine when the course has to be made up. Any discrepancies will be brought to the ASEWU Superior Court. Upon completion of said course the member shall receive withheld pay which will be divided up among the remainder of the said members’ paychecks. Inactive shall be defined as a non-voting member of council. An inactive position shall not count toward the total voting membership. If the council member remains inactive for three ASEWU Council meetings the said member shall be removed from office for non-performance of duties.

SECTION 7: Rescinded

Bylaw 03-04/110 is hereby rescinded.
