An act establishing the position of the ASEWU Legislative Liaison.
Be it enacted by the ASEWU Council that:

SECTION 1: Purpose

In order to provide a student voice in Olympia during the Washington State Legislative Session the ASEWU Legislative Liaison is hereby created. The ASEWU President will appoint the Legislative Liaison with the advice and consent of the ASEWU Council adhering to the guidelines established in current Bylaw 123.

SECTION 2: Qualifications

All applicants and the appointed Legislative Liaison shall:

  1. Have and maintain at least a two point five (2.5) cumulative grade point average at the university;
  2. Be enrolled for and complete six (6) credit hours the previous quarter (excluding summer quarter); and
  3. Be willing to live in Olympia during the legislative session.
SECTION 3: Duties

The ASEWU Legislative Liaison shall be responsible for the following duties:

  1. Attending all meetings of the Washington Student Lobby (WSL) unless prior consent is given by the ASEWU Council;
  2. Prepare and research issues / matters of concern to Eastern students regarding state policy matters;
  3. Lobby on the behalf of Eastern students and the WSL;
  4. Report monthly to the ASEWU Council and as needed to the ASEWU Legislative Affairs Representative;
  5. Submit at least one legislative update article to the campus newspaper;
  6. Attend at least one Higher Education Coordinating Board (HECB) committee meeting;
  7. Submit a weekly report to the local WSL chapter and the ASEWU Legislative Affairs Representative summarizing:
    1. Who they met with;
    2. Appointments, highlighting higher education committee meetings;
    3. Issues requiring immediate action; and
    4. Any other significant information.
  8. Meet regularly with WSL liaisons and the University’s Legislative Lobbyist; and
  9. Prepare an end of session final report including recommendations for the next year’s session.
  10. Legislative Liaison will establish and maintain ten (10) office hours a week during the fall and spring quarters.
  11. The liaison shall maintain a minimum of nineteen and half (19.5) hours a week for the eleven weeks of winter quarter, while they are in Olympia during legislative session.
SECTION 4: Payment

The ASEWU Legislative Liaison shall receive a quarterly salary not to exceed the cost of instate undergraduate tuition. For the period of time that the ASEWU Council requires the Legislative Liaison to live in Olympia, a living expense stipend shall be provided, but shall not exceed $1000 per month, effective as of 2005-2006 school year.

SECTION 5: Resignation

In the interest of facilitating a smooth transfer of office, the ASEWU Legislative Liaison should make every effort to give notice one (1) quarter before his/her resignation.

SECTION 6: Term

The Legislative Liaison shall serve a term for the duration of the presidency under which they were appointed.
