Be it enacted by the ASEWU Council that: SECTION 1: Purpose The primary purpose of supplemental budgets is for emergency purposes, unforeseen circumstances, or items not requested in the annual budget. To a lesser degree, ASEWU Supplemental Budgets may also be used to partially subsidize an activity or program produced by an ASEWU recognized club or organization or to partially fund a club or organization's officers to attend a conference/workshop. Supplemental budgets are not to be used as a yearly budgeting process. The only exceptions are as follows: - New clubs and organizations that were not eligible during the annual budgeting process may be eligible for a partial annual budget; and
- If the ASEWU Finance Committee was informed in advance and in writing the circumstances behind a supplemental budget request for a club, organization, or program. This must be submitted to the ASEWU Finance Committee within the same time limits as the annual budget request forms.
SECTION 2: Eligibility Organizations will be eligible for supplemental funding if they are in compliance with the current ASEWU Bylaw 405. SECTION 3: Policies The following policies, shall be followed by all clubs and organizations requesting a supplemental budget: - A recognized club or organization shall only be granted one (1) supplemental budget per school year, and can only request one (1) supplemental budget packet per academic quarter.
- The supplemental budget process must begin a minimum of six (6) academic weeks (not including breaks and holidays) before the date of the funded event (exceptions will be considered by the Finance Committee). This process begins with the supplemental budget submission to the ASEWU office. In the case of an appeal, this time period may be extended; and
- The Finance Committee shall notify supplemental budget requisites when their recommendation is going to the full ASEWU Council for final approval.
SECTION 4: Restrictions Supplemental budgets shall not fund the following: - Reimbursement of past expenditures;
- Duplication of annual budget line items;
- Non-specific items;
- Non-justified items;
- Non-essential items;
- Miscellaneous items; and
- Any items that do not meet any local, state, or federal laws.
