An act relating to funding of ASEWU clubs, organizations, and programs.
Be it enacted by the ASEWU Council that:

SECTION 1: Purpose

The primary purpose of the budget granted by ASEWU is for developing active students that contribute to a campus community through participation in a variety of clubs, organizations, and programs.

SECTION 2: Start-Up Funding

Registered clubs, organizations, and programs that were not allowed to budget for the current or prior fiscal year have the right to apply for startup funding, not to exceed one hundred dollars ($100) from the ASEWU. The request must be submitted and approved through the ASEWU Finance Committee before being presented to the ASEWU Council for approval. The procedure is as follows:

  1. Pick up and return the budget request form from the ASEWU Program Support Supervisor, on or before the expressed deadline;
  2. Show an interest of eight (8) or more currently enrolled students of the University;
  3. Show that the group has a campus advisor who will help with the general functions of the organization;
  4. Each club, organization, or program will only be granted one start-up funding allocation.

 

SECTION 3: Eligibility for Funding

All clubs, organizations, and programs that wish to apply for fiscal funding must adhere to the following stipulations:

  1. Have been registered for more than one (1) complete academic year including summer session, in accordance with the current bylaw 401;
  2. Show a membership of eight (8) or more students who are currently enrolled at Eastern Washington University;
  3. All clubs, organizations, and programs that receive or wish to receive funding from the ASEWU, must have at least one (1) representative attend least four (4) out of the six (6) yearly meetings. A meeting will be held at the beginning and end of each quarter for all clubs, organizations, and programs on the EWU campus;
  4. All clubs and organizations requesting an ASEWU fiscal budget must have raised more than seven (7%) percent of the total requested budget. Fundraising can include club membership fees, donations, fundraising events, outside contributions, and other methods. Exceptions shall be made by two thirds (2/3) vote of the ASEWU finance committee;
  5. Bring financial ledger and proof of the previous year’s activities to the ASEWU budget hearing;
  6. The club, organization, or program must be open to all students. No University policies or city, state, or federal laws may be violated; andThe title of a club, organization, or program shall not use gender modifiers in their title.

 

SECTION 4: Funding Policies

 

  1. No university policies or city, state, and federal laws shall be violated;
  2. All funding requests shall conform to the ASEWU bylaws, resolutions, articles of incorporation, and the ASEWU constitution;
  3. Supplemental budgets shall not fund reimbursement of past expenditures, duplication of annual budget line items, and any items that do not meet legal parameters;
  4. All promotional materials shall include the phrase “Sponsored by the ASEWU”;
  5. Funding shall not be provided for university faculty salaries, adjunct salaries, or textbooks;
  6. Processing for travel requests are defined by the University and the State of Washington. Money/funds granted by the ASEWU finance committee for per diem shall be granted not to exceed the guidelines established by the State of Washington. Accommodations will be a minimum of four (4) people per room unless advance approval is granted by the advisor for clubs and organizations;
  7. Club sport teams must provide an annual inventory sheet for all items purchased with ASEWU funds; and
  8. Any transaction in excess of one hundred dollars ($100.00) out of a club’s ASEWU-funded account must be authorized by Student Life Accounting personnel prior to the purchase. Authorization will be based on available funds or proof of ability to pay the unfunded request encumbered amount.

 

SECTION 5: Penalties

Enforcement of these requirements shall follow the procedure established in the most current version of bylaw 706.

SECTION 6: Rescinded

Bylaw 04-05/405 is hereby rescinded.
