An act relating to qualifications to receive service and activity funds from the ASEWU for student-led clubs and organizations and club sports.
Be it enacted by the ASEWU Council that:

SECTION 1: Purpose

In order to quantifiably distinguish how student-led clubs and organizations and club sports receive an annual budget from the ASEWU, the following point system and guidelines are established.

SECTION 2: Points System

Student-led clubs and organizations and club sports (as defined in the current bylaw 406) shall receive points for their performance in each of five (5) categories. These categories shall be defined as: ASEWU Expectations, Campus and Community Engagement, Fundraising, Leadership Development, and Outstanding Achievements.

SECTION 3: Funding Levels

Annual budget allocations shall not exceed fifteen thousand dollars ($15,000.00). The following points system shall be used as a guideline for funding at the following levels:

  1. One hundred percent (100%) of the funding request if eighty (80) or more points are earned.
  2. Seventy-five percent (75%) of the funding request if sixty-five (65) or more points are earned.
  3. Fifty percent (50%) of the funding request if fifty (50) or more points are earned.
  4. Twenty-five percent (25%) of the funding request if thirty-five (35) or more points are earned.
  5. Zero percent (0%) of the funding request if less than thirty-five (35) points are earned.

 

SECTION 4: ASEWU Expectations

There shall be twenty (20) points possible to receive in the area of ASEWU expectations. These points will be broken down as follows.

  1. Ten (10) points for attending four (4) or more clubs and organizations meetings.
  2. Five (5) points for submitting a current club registration to the Office of Student Activities (OSA) by the deadline set by the OSA for the current academic year.
  3. Five (5) points for submitting a complete and accurate annual budget request by the last Tuesday in November.

These points will be awarded in an “all or nothing” manner. No partial points will be awarded for partial completion per category.

SECTION 5: Campus and Community Engagement

There shall be twenty (20) points possible to receive in the area of campus and community engagement. These points will be awarded at the discretion of the ASEWU Finance Committee and will be based on the following areas

  1. Club effectiveness five (5) points.
  2. Campus wide activities ten (10) points
  3. Community engagement five (5) points.

These points shall be awarded in a subjective manner. No more than twenty (20) points may be awarded for this category, but partial points will be awarded for partial completion of these requirements.

SECTION 6: Fundraising

There shall be twenty-five (25) points possible to receive in the area of fundraising. These points will be awarded in a ladder model based on fundraising done during the previous academic year. A projected amount of fundraising for the current year will still need to be provided as part of the funding request, but this anticipated amount shall not be used in the calculation of fundraising points. Only actual fundraising reported during the previous academic year will be used in the fundraising point calculation.

  1. If fifty percent (50%) or more of the requested funds were raised, then twenty-five (25) points shall be awarded.
  2. If forty percent (40%) or more of the requested funds were raised, but less than fifty percent (50%) then twenty (20) points shall be awarded.
  3. If thirty percent (30%) or more of the requested funds were raised, but less than forty percent (40%) then fifteen (15) points shall be awarded.
  4. If twenty percent (20%) or more of the requested funds were raised, but less than thirty percent (30%) then ten (10) points shall be awarded.
  5. If ten percent (10%) or more of the requested funds were raised, but less than twenty percent (20%) then five (5) points shall be awarded.
  6. If nine percent (9%) or more of the requested funds were raised, but less than ten (10%) then four (4) points shall be awarded.
  7. If eight percent (8%) or more of the requested funds were raised, but less than nine percent (9%) then three (3) points shall be awarded.
  8. If seven percent (7%) or more of the requested funds were raised, but less than eight (8%) then two (2) points shall be awarded.
  9. If less than seven percent (7%) of the requested funds were raised, then zero (0) points shall be awarded.

 

SECTION 7: Leadership Development

There shall be twenty (20) points possible to receive in the area of leadership development. These points will be awarded at the discretion of the ASEWU Finance Committee and will be based on the following areas.

  1. Ten (10) points for the implementation of a current and functional leadership model. This shall include specific officer roles and guidelines for their respective responsibilities submitted in writing.
  2. Four (4) points for the existence of a leadership transition plan. This may include the creation of officer binders, leadership training, officer job shadowing, etc.
  3. Six (6) points for membership development activities. This shall include, but is not limited to retreats, conferences and workshops.

These points shall be awarded in a subjective manner. No more than twenty (20) points may be awarded for this category, but partial points will be awarded for partial completion of these requirements.

SECTION 8: Outstanding Achievements

There shall be fifteen (15) points possible to receive in the area of outstanding achievements. These points will be awarded at the discretion of the ASEWU Finance Committee and will be awarded in a subjective manner.

SECTION 9: Exceptions

The ASEWU Finance Committee may make certain exceptions to the guidelines governing student-led clubs and organizations and club sports as stated in this bylaw. These exceptions shall fall under two (2) categories:

  1. The ASEWU Finance Committee may remove up to one (1) category from the total calculation of points in determining eligibility for funding requests. The removal of any category of available points shall also render the removal of these points in the percentage calculations.
  2. The ASEWU Finance Committee may adjust the maximum allowable annual budget allocation amount if given reason to. This new maximum budget amount shall be used in determining eligibility for funding, and the points system established will still be used in determining the annual budget amount. This amount determined is not a guarantee, but simply an eligible budget amount.

No more than one (1) exception may be granted per academic year. In order to receive an exception in any one category, an exception request must be filed to the ASEWU Finance Committee at least one (1) quarter prior to the annual budgeting process.

SECTION 10: Penalties

Enforcement of these requirements shall follow the procedure established in the most current version of bylaw 706.

SECTION 11: Rescinded

Bylaw 2007-2008/408 is herby rescinded.
